Under the direction of the Staff Services Manager I, the Associate Governmental Program Analyst (AGPA) is responsible for independently performing a variety of complex analytical work relating to the recruitment activities for DGS. The position assists in the development and coordination of strategic recruitment plans, marketing and outreach materials, facilitating the recruitment process, and completing minimum qualifications analysis for DGS programs and contracted client agencies, boards, and commissions, in accordance with Civil Service Merit Principle, the Selection Manual, the Examination and Certification Online System (ECOS) Users Guide, the Federal Uniform Guidelines on Employee Selection, all applicable laws, rules, and regulations, California Department of Human Resources (CalHR), State Personnel Board (SPB), and Memorandums of Understanding (MOUs), Civil Service Merit Principal and established office procedures and policies.
This position may be downgraded to Staff Services Analyst for recruitment purposes. If downgraded, duties will be adjusted accordingly.

• Experience developing and implementing human resources policies and practices across multiple locations.
• Experience analyzing, interpreting, and applying personnel laws, rules, regulations, policies, and procedures.
• Experience working cooperatively with control agencies to meet organizational needs.
• Experience providing superior customer service.
• Excellent interpersonal, public speaking, listening, planning, and project management skills.
• Knowledge of the State merit-based civil service system and principles, State Personnel Board laws and policy memos, California Department of Human Resources guidelines, Memoranda of Understanding for various bargaining units, and the Selection Manual.
• Ability to write clearly, accurately, and concisely; communicate verbally; and listen effectively with a variety of audiences.
• Ability to work under pressure, handle multiple tasks, and adapt to changing priorities.
• Ability to anticipate and identify sensitive issues which may impact internal/external stakeholders.
