Job Description

Position Summary

We are seeking an experienced Environmental Manager to support federally funded housing and infrastructure recovery programs (including CDBG-DR and CDBG-MIT). The Environmental Lead will oversee all environmental review activities, ensuring full compliance with HUD and NEPA requirements. This role includes responsibility for Tier 1 and Tier 2 reviews, coordination with state and federal agencies, and development of program-level tools and templates.

The ideal candidate has hands-on experience managing environmental reviews for HUD-funded programs and excels at navigating complex regulatory environments while supporting efficient program delivery. Ideal candidate will reside in Manatee County or West Florida. Position will require up to 25% travel.

Job Duties and Responsibilities

  • Lead and manage all environmental compliance activities across program areas including single-family housing, rental, and infrastructure.
  • Conduct and/or oversee Tier 1 (broad-level) and Tier 2 (site-specific) Environmental Reviews.
  • Prepare Environmental Review Records (ERRs) in alignment with HUD guidelines (24 CFR Part 58).
  • Coordinate with local, state, and federal agencies including SHPO, USFWS, FWC, EPA, and FEMA as applicable.
  • Advise program and construction teams on site-specific constraints, required consultations, and mitigation requirements.
  • Ensure timely completion of environmental clearance to prevent delays in project obligation and construction.
  • Develop and maintain standard operating procedures (SOPs), templates, and QA/QC checklists for environmental review tasks.
  • Serve as the environmental subject matter expert in meetings with clients and partners.
  • Support client training and capacity building on environmental compliance topics.
  • Track program-wide environmental review status and provide weekly updates and reports to leadership.
  • Complete required annual training.
  • Other duties as assigned.

Required Skills and Competencies

  • Deep understanding of NEPA, Endangered Species Act, Historic Preservation (Section 106), Coastal Barrier Resource Act, and other applicable federal laws.
  • Familiarity with CDBG-DR and CDBG-MIT environmental requirements and program timelines.
  • Experience coordinating with HUD, FEMA, and state environmental agencies.
  • Strong writing, organizational, and communication skills.
  • Proficiency in Microsoft Office and document/file management systems.

Education and Experience

  • Bachelor’s degree in Environmental Science, Urban Planning, Geography, or a related field (Master’s preferred).
  • 5+ years of experience conducting HUD environmental reviews under 24 CFR Part 58.
  • Prior experience working with Florida entitlement jurisdictions or state agencies, preferred.
  • Experience in GIS mapping to support Tier 1 reviews, preferred.
  • Experience training junior staff or reviewing third-party environmental deliverables, preferred.
